International consultant – Rapid Analysis of Health System Shocks and Resilience at UNICEF 03-04-2026

Over the past decade, Tanzania has made notable progress in health outcomes, including reductions in maternal and child mortality and improved access to primary healthcare. However, challenges such as financing gaps, workforce shortages, and supply chain disruptions persist. In 2025, the sector faced multiple shocks including epidemics, climate-related events, and financial constraints. Therefore, this consultancy aims to assess these impacts and develop actionable recommendations to strengthen health system resilience.

As a consultant, you will play a critical role in analyzing health system performance and guiding strategic interventions. Your key responsibilities will include:

  • Assessing the impact of major shocks on Tanzania’s health sector in 2025
  • Identifying lessons learned and developing strategic policy recommendations
  • Supporting the Development Partners Group for Health (DPG-H) in policy dialogue and coordination
  • Reviewing health system performance across key programmes such as RMNCAH/FP, HIV/AIDS, nutrition, immunization, and mental health
  • Analyzing disruptions in supply chains, logistics, and service delivery
  • Evaluating governance, coordination mechanisms, and community engagement
  • Assessing equity impacts on vulnerable populations including women, adolescents, and children
  • Providing recommendations to strengthen resilience, preparedness, and accountability
This opportunity is best suited for highly experienced professionals in public health and policy analysis. To qualify, applicants must meet the following requirements:

  • Advanced degree in Public Health, Health Economics, Health Systems, Development Studies, or a related field
  • Minimum of 10 years’ experience in health systems analysis, financing, policy evaluation, or emergency preparedness
  • Proven experience in programme evaluation, strategic planning, and health systems strengthening
  • Familiarity with Tanzania’s healthcare system (or ability to quickly acquire it)
  • Strong analytical, writing, and communication skills
  • Ability to work under tight deadlines and manage complex assignments
  • Fluency in written and spoken English
